CNN —The United Nations’ agency for Palestinian refugees will shutter its East Jerusalem headquarters after the compound was set on fire by “Israeli extremists” while staff were inside, its chief said Thursday. “This evening, Israeli residents set fire twice to the perimeter of the UNRWA Headquarters in occupied East Jerusalem. This took place while UNRWA and other UN Agencies’ staff were on the compound,” Lazzarini said. Israeli officials have long criticized UNRWA, which plays a central role in feeding and sheltering hundreds of thousands of Palestinian refugees. Anything less will set a new dangerous standard.”CNN has reached out to the Israeli government for comment.

The United Nations had commissioned an independent review of the agency in January, before Israel circulated its claims, but those charges gave added significance to the inquiry, whose findings were released on Monday. The report issued a series of recommendations for the agency to protect its neutrality, but said that “Israel has yet to provide supporting evidence” for its accusation that a significant number of agency employees are members of terrorist organizations. The United Nations has fired 10 of the 12 employees accused by Israel. Ireland, which has strongly condemned Israel’s campaign in Gaza, increased aid to UNRWA as other countries were cutting it, he noted. UNRWA has argued that Israel has targeted it with a “deliberate and concerted campaign” to undermine its operations when its services are most needed.

WCK and Anera, another aid group, have said they will pause operations in Gaza following the incident. Israel maintains there is no limit on the amount of food or humanitarian aid that can enter Gaza, but aid agencies accuse it of deliberately restricting deliveries. Shortly afterwards, American Near East Refugee Aid (Anera), an NGO that delivers aid to the West Bank, the Gaza Strip, Lebanon and Jordan, also suspended its Gaza operations. Along with Turkey, the UAE is the biggest donor of aid to Gaza, according to COGAT, providing 25% of all aid from foreign nations. The fate of the extra aid WCK had planned for Gaza is also uncertain.

He warned on Monday that the worst might be yet to come in Gaza if humanitarian services collapse. The head of the United Nations agency providing aid for Palestinians in Gaza has said that his organization was being targeted with a “deliberate and concerted campaign” to undermine its operations when its services are most needed. Israel’s accusations in January prompted 16 donor countries, including the United States, to suspend about $450 million in funding. The court, the United Nations’ highest judicial body, has ordered Israel to take immediate steps to facilitate the aid Gaza desperately needs and is weighing whether Israel has committed genocide in its war in Gaza. Israel has a long history of friction with UNRWA, which was founded in 1949 and is one of the oldest U.N. agencies.

Tel Aviv, Israel CNN —The UN agency for Palestinian refugees on Monday accused Israel of detaining and torturing some of its staffers, coercing them into making false confessions about the agency’s ties to Hamas. “Some of our staff have conveyed to UNRWA teams that they were forced to (make) confessions under torture and ill-treatment. These false confessions were in response to questioning about relations between UNRWA and Hamas and involvement in the 7 October attack against Israel,” UNRWA spokeswoman Juliette Touma said in a statement. UNRWA estimates that at least 4,000 Gazans have been detained by the Israeli military since the start of the war. According to the UNRWA report, some detainees reported being stripped, handcuffed and held in the cold with no access to toilets, food or water for over 24 hours.

But UNRWA funding differs from other UN agencies such as UNICEF, in that it’s mostly dependent on government funding. And that’s why countries pulling funding — as they have done this past week — is such a potentially fatal blow to its operations. Tiny Jordan already hosts at least 2 million Palestinians, including many from Gaza who arrived decades ago. What Withholding Funds to UNRWA Means for Gaza

Since the start of the war, UNRWA has coordinated the distribution of relief to Gazans suffering from displacement, hunger and illness. “Withdrawing funds from UNRWA is perilous and would result in the collapse of the humanitarian system in Gaza,” U.N. officials in a statement on Wednesday. Here’s a closer look at how the agency, formally the United Nations Relief and Works Agency, spends its funds. UNRWA operates across the Middle East, providing aid and services to Palestinian refugees, but it employs the most people in Gaza, where 1.7 million refugees resided before the war. The bulk of UNRWA’s regular budget for Gaza goes to pay the salaries of 13,000 employees, including teachers, health care specialists, engineers and sanitation workers.

The United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) assists Palestinians in Jordan, Lebanon, Syria and the West Bank, as well as in Gaza. Some $440 million of funding has been suspended, according to UNRWA, which has 13,000 staff in Gaza. The agency said the severe humanitarian needs of Palestinians in Gaza would likely deteriorate further if the funding is not restored. Israeli Prime Minister Benjamin Netanyahu on Wednesday called for UNRWA to be dismantled and replaced by other aid groups. And we have discovered in the last few weeks that UNRWA officials were complicit in the massacre,” he said.

United Nations agencies and officials are no strangers to scandal and infamy. In the 1980s, Kurt Waldheim, a former U.N. secretary general, was unmasked as a former Nazi. He was the same secretary general who denounced Israel’s 1976 rescue of Jewish hostages in Entebbe as “a serious violation” of Uganda’s national sovereignty. Now comes the latest scandal of the United Nations Relief and Works Agency for Palestinian Refugees, better known as UNRWA. Last Friday, Israeli officials presented the U.S. government with an intelligence dossier detailing the involvement of 12 UNRWA employees, seven of them schoolteachers, in the massacre of Oct. 7.

Here is what you need to know about the U.N. agency, the allegations against its workers and the fallout. While UNRWA does not resettle Palestinian refugees, it provides other services such as education and health care to refugees across five separate locations. The remaining approximately 2.5 million refugees are located in the enclaves of the Gaza Strip (nearly 1.6 million) and the West Bank (more than 900,000). As of Monday morning, the following 10 countries have announced they would at least pause UNRWA funding. “The Department of State has temporarily paused additional funding for UNRWA while we review these allegations and the steps the United Nations is taking to address them.”What Does the UNRWA Scandal Mean for Gazans?

Here’s what that could mean for the millions of Palestinians that rely on UNRWA for sustenance. The agency provides a wide range of aid and services to Palestinian refugees and their descendants. While its purpose is to support Palestinian refugees, UNRWA does not have a mandate to resettle them, a mandate that the UN High Commissioner for Refugees (UNHCR) does have. Millions more Palestinian refugees live in neighboring countries like Jordan, Syria and Lebanon, and rely on aid from the agency. At one UNRWA school shelter in Deir al Balah, Gazans said they were worried about the suffering to come if UNRWA’s aid is suspended.

The allegation, made by Israel, is a serious blow to the reputation of the United Nations Relief and Works Agency for Palestine Refugees, generally known as UNRWA. The United Nations Relief and Works Agency (UNRWA) has fired several employees in the wake of the allegations, which have not been made public. UNRWA was established by the United Nations after the 1948 Arab-Israeli war to provide humanitarian assistance for displaced Palestinians. At least 152 UNRWA staffers have been killed in Gaza since the Israel-Hamas war began, according to the agency. Neither Israel nor UNRWA have specified the nature of the alleged involvement of UNRWA employees in the events of October 7, nor did they specify the number of employees allegedly involved. “A case was compiled by the Intelligence Directorate, incriminating several UNRWA employees for their alleged involvement in the massacre, along with evidence pointing to the use of UNRWA facilities for terrorist purposes,” the IDF statement said.

The United Nations agency that aids Palestinians, known as UNRWA, said on Friday it had dismissed several workers accused of being involved in the Hamas-led terrorist attacks on Oct. 7 and had launched an investigation into the allegations. Israel has previously accused UNRWA, which acts as an effective shadow government in the Gaza Strip, operating a wide array of social programs, of fueling anti-Israeli sentiment. The stunning accusation and the U.N.’s swift reaction, however, contrast with previous U.N. denials of Israeli allegations. Philippe Lazzarini, the head of UNRWA, said in a statement that he had immediately dismissed the UNRWA workers to “protect the Agency’s ability to deliver humanitarian assistance.” He added that any UNRWA worker who was involved “will be held accountable, including through criminal prosecution.” He did not say how many of UNRWA’s 13,000 workers in Gaza had been accused. Despite the actions by the U.N., the U.S. State Department said it had “temporarily paused additional funding” to the agency, noting the allegations involved 12 UNRWA workers.

“In the last 24 hours, one UNRWA staff member was killed with her family in the north of the Gaza Strip due to strikes,” the agency said in a statement. “This is the highest number of United Nations aid workers killed in a conflict in the history of the United Nations.”UN offices around the world lowered their flags to half-mast and UN staff held a moment of silence Monday to mourn and honor their colleagues killed in Gaza. “They were teachers, school principals, health workers, including a gynecologist, engineers, support staff and a psychologist,” the statement said. Israel’s current siege and bombardment has created a deepening humanitarian crisis with desperate conditions inside Gaza, including the near total collapse of the healthcare system and the widespread destruction of whole neighborhoods. This is the area of Gaza to which the Israeli military has instructed civilians in the north of Gaza and Gaza City to move.
